consider using CPANPLUS and reporting the broken tests to the CPAN
Testers and the force installing the module.

This way the author will get an error message and hopefully will fix the
issues soon. Then you can upgrde you package to one that installas without
an error in the tests.

BTW I managed to install it and I am using CGI::Maypole but I had to
patch one of the files to fix the trailing slash issue.
I could not find another solution.

This module is actually using CGI::Maypole to display the CPANTS database:

patches and fixes are welcome to that module.
